In Hamburg the WBS, a certificate that lets you rent subsidised flats, is also called §5-Schein. In 2025 SAGA let about 3,800 flats to households with a §5-Schein and to people in urgent need of housing (as of 2025). Processing can take weeks, so it is best to apply early.
About one in seven flats in Hamburg belongs to a housing cooperative (as of 2022). Many give flats to their members first, often through a search profile on Immomio. In return, you usually pay less than on the market, and nobody can end your contract to move in themselves (Eigenbedarf).
